Every Woman Matters (EWM) is a federally funded program that pays for office visits associated with Pap tests, pelvic exams, clinical breast exams and lab fees.  Age appropriate mammography is covered as well as a limited number of diagnostic tests.  EWM provides services to medically under-served women 40-74.  EWM provides screening and diagnostic tests, public education, professional education and training, surveillance, evaluation and quality assurance activities.

Every Woman Matters Enrollment Age and Income Guidelines Update: 
Starting November 1, 2023, Every Woman Matters has changed its enrollment age from 40 years of age to 35. It has also increased the Federal Poverty Income Guidelines from 225% to 250%.  

The program will be updating the website and forms as appropriate.  ​


Every Woman Matters and the Nebraska Colon Cancer Screening Programs have an online enrollment called a Healthy Lifestyle Questionnaire (HLQ). Enroll online, if you meet eligibility guidelines, in the Every Woman Matters SCREENING Program:

Medicaid Expansion:  Heritage Health Adult expands Medicaid to lower income adults (age 19 to 64) who earn up to 138% of the federal poverty level. Nebraska Medicaid will begin accepting applications for HHA starting August 1, 2020. Benefits will begin on October 1, 2020.  For more information or to see if you are eligible please visit the Medicaid Expansion web site.

You can enroll in the Every Woman Matters Program (EWM) and/or the Nebraska Colon Cancer Screening Program (NCP) by calling (800) 532-2227 to request a Healthy Lifestyle Questionnaire (HLQ) or you can click on the "ENROLL NOW" button below to fill out the online HLQ. 

  • Filling out the HLQ will help EWM and NCP determine what services are best for you.
  • Please be sure to answer all questions.  If you don't we will call you or send the form back and this could delay important health screenings. 
  • Do not make an appointment with your health care provider until you receive a Screening Card from our office for the services that you are eligible for. 
  • If you are not eligible for services, you can still get health education.

In an effort to continue to provide information and clarification to our stakeholders and interested parties throughout the regulation promulgation process, we have attached the hearing summary and the final version of the regulations that will be forwarded on to the Attorney General's Office for review. The hearing summary is a compilation of all comments received by the Division of Public Health for Title 181 NAC 40 and the Division's response to those comments. The final drafts below reflects the final version of the regulations for Title 181 NAC 40 that the Division is moving forward with.

Women's Health Initiatives

Women's Health Initiatives monitors the status of women's health in Nebraska and serves as a clearinghouse for women's health information, including: maternal and child health, breast and cervical cancers, heart disease, chronic disease, behavioral health, substance abuse, intimate partner violence, and health disparities.

Women's Health Initiatives (WHI) was established in 2000 by the Nebraska Legislature to improve the health of women in Nebraska by fostering the development of a comprehensive system of coordinated policy analysis, strategic planning, education and technical assistance.

Additionally, the Women's Health Advisory Council (WHAC) was created for the purpose of advising and serving as a resource for the Women's Health Initiative.

Breast & Cervical Cancer Advisory Committee

The Breast & Cervical Cancer Advisory Committee advises the Nebraska Department of Health and Human Services on the operation of the federal early detection grant (Every Woman Matters) for breast and cervical cancer.  The group meets several times each year in-person or via online conferencing.
