Rural Housing Program

Loans and grants are available to low-income applicants to remove health or safety hazards and/or improve or modernize their home.

Examples of covered items include; repair or replace water supply and sewer systems, heating systems, electrical wiring, foundations, deteriorating roof, insulation, etc. This program is available only in communities of 20,000 or less; however, Norfolk, and the area of Scottsbluff, Gering and Terrytown are eligible areas.

The program targets homeowners who are unable to pay for, or arrange for credit to cover, necessary repairs.

Grants are available to those over 62 years of age who are unable to repay a loan covering health and safety repairs. Maximum grants are for $7,500.

These grants require no repayment. However, available funds are limited. The funds are committed to individuals within a short period of the beginning of the program’s fiscal year in October. Those whose repairs do not require immediate action should ask to have their project placed on the program’s waiting list.

Loans may be used to remove health or safety hazards and/or to improve the owner’s home. Maximum loan availability is $20,000. The interest rate charged is 1% with a maximum term of 20 years to repay the loan.
