Licensure Unit Mission

Licensure Unit’s mission is to assure the public that health-related practices provided by individuals, facilities and programs are safe, of acceptable quality, and that the cost of expanded services is justified by the need. This mission is accomplished through the following activities:

  • Licensing, certifying or registering individuals to provide health care services or services that may relate to or affect health;
  • Inspecting or surveying health care facilities and child care facilities; and
  • Reviewing capital expansions proposed for nursing homes and proposals for the sale of hospitals by not-for-profit owners to for-profit owners.

The Licensure Unit works with various professional licensing boards that help administer the licensing and regulation of health and health-related professions and occupations, and with other advisory groups on matters involving health and human services.

Division Goals and Objectives

Establish and maintain regulations for public protection:

  • Develop and maintain regulations that reflect prevailing practices, trends and societal factors; and
  • Develop and maintain regulations that are clear, concise and related to public protection, safety and well being.

Determine if individuals, facilities and programs meet regulations for initial and continued licensure:

  • Interpret and apply regulations uniformly;
  • Evaluate compliance with regulations; and
  • Utilize the expertise of board members, providers, consumers and others.

Provide regulatory education and consultation:

  • Disseminate information to regulated entities, consumers and their families and the general public;
  • Provide education that focuses on accountability for provision of care and services, regulations and regulation changes, accessing regulatory information, the role of the agency, access to care and services, who to contact regarding concerns and complaints, factors affecting provider decisions regarding care and services and user and family rights and responsibilities.

Establish and maintain easy access to regulatory information:

  • Disseminate information in a variety of formats and media;
  • Develop and maintain a comprehensive web site; and
  • Identify desired information.

Utilize resources efficiently and effectively:

  • Identify and secure resources to carry out mandated duties;
  • Identify essential and non-essential functions and work processes;
  • Develop alternate approaches to work processes;
  • Provide for on-line transactions; and
  • Maximize capabilities and usage of information systems.

  • Facilitate compliance with regulations
  • Communicate clearly, concisely, and decisively with the public
  • Exude courtesy and professionalism
  • Minimize "busy work"
  • Lessen opportunities for criticism
  • Examine the effect of decisions, work processes, operational procedures, regulations, statutes, etc.;
  • Standardize where appropriate regulatory and statutory requirements, work processes, and operational procedures
  • Promote the achievement of outcomes that enhance the lives of the people served by regulated entities
  • Allow flexibility in achieving regulatory desired outcomes
