Nebraska EMS Continuing Education Grant Guidelines

Grant Period for July 1, 2008 – December 31st, 2008

Fall Application Dates: February 15-April 1

Spring Application Dates: August 15-October 1

Incomplete applications will be returned.

Late applications will NOT be considered.

The Nebraska Emergency Medical Services (NEMS) Program will fund classes for EMTs and First Responders based on available continuing education funds. Please note the following requirements:

  1. The Nebraska Emergency Medical Services Program must be identified as a participant in funding on all advertising, brochures, and any class material.
  2. Only one class request per application.
  3. In order to be processed the EIN (previously FTIN) or SS number must be on the application form.
  4. To be considered eligible for funding for continuing education classes the service must be up to date on submitting their patient run reports to the State.
  5. Payment will be for only one instructor per class with the exception of Skills classes.
  6. The NEMS Program will fund instructors up to $50.00 per hour.
  7. Total mileage per class shall not exceed $75.00.  Additional mileage will be at the discretion of the EMS program.
  8. A qualified EMS instructor or expert in the specific field must teach each class.
  9. Classes must be open to all EMS providers and advertised to surrounding communities and services.
  10. Each service will be allowed up to two (2) classes. Providing funds are available a service may have additional classes if the Regional Coordinator and the NEMS Program approves.
  11. Class Priority: if submitting more than (1) one Grant Application, please select the priority for each application. (Only one application can be designated Priority #1, etc.)
  12. The NEMS Program will provide grant funds for an instructor to teach at a service for only one class during a grant period. The same instructor may be utilized as an instructor at a Skills class.
  13. The NEMS Program will not fund classes that utilize an instructor from their own rescue service.
  14. Skills class is for the review of basic EMS skills, i.e. assessments, splinting, vitals, etc. 
  15. The Skills class will be limited to three (3) instructors and those instructors must be identified by name on the application.
    When a special Skills classes is planned for a large group the NEMS Program will fund additional instructors as requested by the NEMS Regional Specialist.
  16. Skills class instructors paid by NEMS Program grant funds shall not be a member of the service where training is conducted with the exception of hospital staff with specific expertise.
  17. Skill class instructors are not required to be EMT instructors, but through training are proficient in the skill they teach.
  18. Each instructor for a Skills Class will be paid up to $100.00 plus mileage. Instructors are encouraged to car pool.
  19. Classes must meet Department of Transportation (DOT) objectives in the First Responder, EMT-B, EMT-I and/or EMT-P curricula.
  20. Instructors must request students to complete a class evaluation provided by the instructor.
  21. Grant funds may only be used for payment of instructional hours and mileage (beyond 30 miles round trip).
  22. Grant funds may not be used for certifying courses such as First Responder, EMT-B, and EMT-B Refresher; or certifying modules such as Advanced Airway, IV Therapy, Aspirin and Epinephrine, Glucometer and other module classes that are required for the EMT to be certified in a skill.
  23. Applications must be submitted no later than April 1, 2008. Late submissions will not be accepted.
  24. All courses must be completed by December 31, 2008.
  25. For contractors to receive payment the contracts must be signed by the contractor and the NEMS Program at least one working day prior to the class. The invoice and the roster must be returned to this office within 90 days of completion of services. Failure to comply may result in nonpayment.
  26. Classes must meet ADA requirements. Any advertisement must include the following statement: "The Nebraska Emergency Medical Services Program will not discriminate on the basis of gender, race national or ethnic origin, religion, marital status, age, or disability". It is the intent of the NEMS Program to comply with both the letter and the spirit of the law in making certain that discrimination does not exist in its policies, regulations and operations.
