The Lincoln Homeless Coalition: A Continuum of Care

Winter 2005

The Lincoln Homeless Coalition: A Continuum of Care conducted their semi-annual point-in-time count, (PIT), in late 2005 with a revised data collection tool.  For the first time the continuum incorporated information from the Lincoln / Lancaster County Community Services Management Information System, (CS-MIS) a member of the Nebraska Management Information System, (NMIS). In contrast to previous Lincoln PIT counts in which the data collection process was simply to identify individuals that self-reported as homeless, the Winter 2005 PIT included a survey developed by the Lincoln Continuum and the University of Nebraska – Lincoln Center on Children, Families and the Law.  The survey allowed the continuum to collect additional information about persons who are homeless, including data related to the causes of their homelessness, services required and used, and basic demographic information.  In addition to this more comprehensive data collection, the completed surveys were then entered into the Lincoln CS-MIS database and crosschecked for duplication.

The data reported on below is not a census or 100 percent count of persons who experienced homelessness during the reporting period, as agency participation in the PIT Survey process was not 100 percent.  However, the numbers reported on the status of homeless persons in Lincoln during the winter of 2005 represent approximately 80 percent of the numbers achieved in previous PIT counts.  Based on that response, the nature of the responses presented represent a substantial portion of the homeless population in Lincoln and represent an extremely large survey sample.
