BEST PRACTICE:  Point in Time Count

CONTINUUM OF CARE: Region 6- Lincoln

The Lincoln Continuum of Care has coordinated efforts with its NE Homeless Management Information System (NMIS) administrator to develop a methodology for the point in time count.  While the Department of Housing and Urban Development (HUD) requires a point in time count during the last week in January (every other year), the Lincoln continuum historically has conducted a spring and a fall count.  Generally, fall data is released during Hunger and Homeless Week events.

With the implementation of ServicePoint for a Homeless Management Information System (HMIS), Lincoln added a survey component to the point in time count.   (The Northeast Continuum of Care, Region 5, also uses a survey in conjunction with its point in time count.)  The survey was reviewed and approved by the Nebraska Commission on Housing and Homelessness – Continuum of Care Committee. 

Information attained with the survey helps emergency shelters, transitional housing providers and homeless/near-homeless service providers identify characteristics and needs of individuals and families who are homeless.  The documents linked below may be adopted/adapted by any continuum of care.
