Every Woman Matters LogoWhat is Every Woman Matters?

Every Woman Matters can help women get their annual health examinations.  The program is for women 40 through 64 years of age, who have limited or no health insurance, and have a low to moderate income.

Every Woman Matters pays for the following annual screening services:

  • Pelvic exam with a Pap test
  • Clinical breast exam
  • Teaching of breast self exam
  • Mammogram
  • Blood work that includes Cholesterol, Triglycerides, and Blood Glucose or A1c according to guidelines

Every Woman Matters also pays for other follow up tests for women ages 40 through 64 including:

  • Breast biopsies
  • Breast ultrasound
  • Cervical biopsies
  • Other definitive diagnostic tests for breast and cervical cancer
  • Breast fine needle aspiration
  • Breast cyst aspiration

Facts about Every Woman Matters

In 1990, the US Congress enacted the Breast and Cervical Cancer Mortality Reduction Act.  To fulfill the requirements of this act, the Centers for Disease Control and Prevention (CDC) created the National Breast and Cervical Cancer Early Detection Program. This nationwide program targets those who are the least likely to participate in regular screening exams – women 40 through 64 years of age. Nebraska's program is called Every Woman Matters (EWM).

In 2002, a new component of EWM was established. This new component, also administered by CDC, is called Well Integrated Screening and Evaluation for Women across the Nation (WISEWOMAN).  This component provides funding for screening women 40 through 64 for cardiovascular disease and diabetes, and helps provide lifestyle interventions that are intended to reduce or prevent risk factors for cardiovascular disease.

As part of this national federally-funded program Every Woman Matters helps reduce barriers to breast and cervical cancer screening, cardiovascular screening, and diabetes screening. The program addresses the needs of older, low-to-medium income, uninsured or underinsured women in accessing affordable, quality screenings.  At the same time, the program educates women about the early detection of breast and cervical cancer, the prevention of cardiovascular disease and diabetes, and offers programs that help women make lifestyle changes to prevent or reduce their risks for cardiovascular disease and diabetes.


How do clients qualify?
  • Women must be 40 through 64 years of age
  • They must not be enrolled in an HMO (Health Maintenance Organization)
  • They must not be enrolled in Medicare
  • They must not be enrolled in Medicaid
  • They must have a low to medium PDF income

How does your facility become an Every Woman Matters provider?

All providers in the state have an opportunity to participate in the Every Woman Matters program.  If you are interested, please call us at 800-532-2227 and ask for Provider Contracts.  Or, you may email us at every.woman.matters@dhhs.ne.gov. All providers who participate agree to:


Nebraska Colon Cancer Screening Program

Colon cancer is the only common form of cancer that occurs more frequently in Nebraska than in the rest of the United States. The U.S. incidence rate for colon cancer is currently 54.6%.  Nebraska’s incidence rate is currently at 58.6%.

While there is evidence that screening for colon cancer can significantly reduce mortality, only about 1/3 of adults over 50 in Nebraska report having received screening in the last five years.

The Nebraska Colon Cancer Screening Program (NCP) is the newest program added to the Office of Women's Men's Health.  Nebraska is one of only five such programs in the nation.  The goal of NCP is to increase screening form colon cancer and to decrease the number of Nebraskan's who are diagnosed and die from colon cancer.

This program is what we call a Demonstration Program!  This means that research is being done to see if this type of program works.  In order to carry out the program there are strict eligibility guidelines based on personal and family history.

Anyone over the age of 50 (man or woman), is eligible to complete an PDF Colorectal Health History Form and Release of Medical Information. Not everyone who completes an enrollment form will be eligible.

Expectations of Every Woman Matters providers:

  1. Encourage clients to screen for colon cancer

  2. Receive results of Fecal Occult Blood Test (FOBT) from a central lab, contracted by Every Woman Matters for this program. 

  3. Educate and make appropriate referrals for follow-up of positive health history or positive testing (NCP staff will assist with logistical and financial arrangements as needed for colonoscopy.)

In coordination with the Nebraska Medical Association, and the Nebraska Health and Human Services System, a Women's Health Speaker Bureau is being formed. Throughout the year the agencies receive numerous requests for physician speakers, and we want you to help us a build diverse group to speak on women's health in Nebraska.

As a volunteer speaker, you will always have the option of declining an invitation.  We will not ask you to travel to another community unless you indicate that you are willing to do so.  We regret that we do not have funding to reimburse you for travel expenses.

Providers please note: Timely Submission of Claims and Documentation  Policy

Claims for services provided during a previous Fiscal Year (FY ends June 30) are no longer accepted after August 31 of the same calendar year (i.e., if a bill is received by EWM on December 10, 2004 for services received on June 20, 2004, it is not payable and the provider cannot bill the client). Notification is sent by the EWM Billing Staff of the deadline annually.  If the claim was for a service that EWM would have paid with proper documentation, the provider may not bill the client.

CDC Expert Panel Results on Technologies for the Screening of Breast & Cervical Cancer

Every Woman Matters is funded through a federal grant, The National Breast and Cervical Cancer Early Detection Program, administered by the Centers for Disease Control and Prevention (CDC).  CDC convened two independent expert panels for assessment of technologies and recommendations for reimbursement guidelines for the early detection of breast cancer and the early detection of cervical cancer.  The following technologies were reviewed:

-Film Mammography (conventional)
-Full field digital mammography
-Computer Aided Detection (CAD)
-Magnetic Resonance Imaging (MRI)
-Breast Ultrasound
-Conventional Cytology
-Liquid-Based Cytology
-HPV testing (as a replacement of and as an adjunct to screening cytology)
