In October 2004 Nebraska
DHHS received funding to develop a statewide Childrens Mental Health and Substance
Abuse delivery system. The work of the grant will systematically address the delivery
system for the following populations.
- Children age birth to 5
- Youth
- Youth with co-occurring disorders
- Substance abuse
- Transition age youth
A statewide Steering Committee oversee the work of
the grant. Three subcommittees were formed to address specific focus areas and
report to the Steering Committee. Family members and youth were members of all
committees. The Early Childhood and Youth subcommittees completed their
recommendations and submitted them to the Steering Committee on February 27, 2006.
The Evaluation/Academic Subcommittee continues to meet. The three subcommittees are:
The infrastructure and delivery system will be addressed at the state, regional and
local level. Key elements being addressed in the include:
- Coordination across agencies
- Family centered approaches across systems
- Coordinated service plans
- Single point of accountability
- Outcome information
- Standard assessment
- Establish best practices
- Clear policies regulating similar services
- Prevention and early intervention focus
