Substance Abuse Prevention

The Nebraska Substance Abuse Prevention Program within the Division of Public Health, Office of Community Health Development, administers two grant programs.
  1. The Safe and Drug Free Schools and Communities (SDFSC) Program is funded through the U. S. Department of Education and focuses on the prevention of substance abuse and violence.
  2. The Strategic Prevention Framework State Incentive Grant (SPF SIG) Program is funded through the Substance Abuse and Mental Health Services Administration (SAMHSA). This program aims to enhance and sustain substance abuse prevention at the State, regional, and community levels by supporting data-driven and evidence-based prevention initiatives.

The Nebraska SPF SIG Implementation Toolkit provides SPF SIG grantees with information to help them successfully implement their SPF SIG strategic plans. It provides guidance to help them effectively execute their strategies, including instruction in developing detailed action plans, as well as tools for monitoring each step of the implementation process. The Nebraska SPF SIG Strategy Approval Guide

The Nebraska SPF SIG Strategy Approval Guide provides SPF SIG grantees with information to help them identify and select evidence-based prevention strategies for their communities. The guide describes population level behavior change theory, criteria to help determine if a strategy is a good fit for the community, a set of strategies that are pre-approved for SPF SIG communities, and the process for seeking approval of strategies for community prevention efforts. Below is a link for the complete guide, a supplemental list of the pre-approved strategies included in the guide, and electronic versions of the “Request for Approval of Strategy as Evidence-Based” and “Strategy Test Fit” forms included in the guide.

The Nebraska Substance Abuse Prevention Strategic Plan

The Nebraska Strategic Plan provides a comprehensive description of the Nebraska Strategic Prevention Framework State Incentive Grant (SPF SIG) Program and how it will be implemented within the state. The plan describes how the program will address each step in the SPF model, including assessment, capacity building, planning, implementation, and evaluation as well as the cross-cutting issues of sustainability and cultural competency. Included in the plan are the state SPF SIG prevention priorities and a description of how they were chosen, a summary of the current substance abuse prevention infrastructure in Nebraska, and a description of how funds will be distributed to Nebraska communities.

Substance Abuse and Associated Consequences in Nebraska, an Epidemiological Profile

This report, completed in December of 2007, contains 19 Nebraska data sources that include information on the patterns of use and consequences associated with the use of alcohol, tobacco, and illicit drugs within Nebraska. It is intended to help guide substance abuse prevention efforts in the state, including the selection of prevention priorities for the Nebraska Strategic Prevention Framework State Incentive Grant Program (SPF SIG).
