Credentialing Review (407) Program

The Credentialing Review (407) Program was created to review proposals for changes in scope of practice or for new credentialing on the part of representatives of Nebraska health professions. Proposals are known as applications and the persons or groups who submit proposals for review are referred to as applicants or applicant groups. Proposals are evaluated against public health related criteria to determine whether proposals would benefit the public health and welfare by the bodies that conduct the review.
Credentialing review is a three-stage process conducted by the following review bodies in the following order:
- The review of an ad hoc technical review committee appointed by the Director of the Division of Public Health
- The review of the State Board of Health
- The review of the Director of the Division of Public Health
The entire review process for each proposal is statutorily required to be completed within a nine-month time frame. The three review bodies each create their own independent report on each proposal. All reports created by the review process are submitted to members of the Legislative HHS Committee to assist them during their review of any bills that might arise from credentialing review proposals. Reports are only advisory to the Legislature, and only the action of the Legislature can create changes in the regulatory status of a profession. Reports represent DHHS Agency input into possible public health and safety aspects of credentialing review proposals.
